Short answer: in the vast majority of cases, the cause is one of these — an unclaimed or incomplete listing, a badly chosen primary category, a lack of reviews, inconsistencies in name/address/phone number, or simply dense competition. On top of that comes one uncontrollable factor: the distance between the customer and the business (the position changes depending on where the search is made from).

Google ranks local results on three families of criteria: relevance (does the listing match the search?), distance, prominence (reviews, mentions, links).

Recommended order of fixes:
1. Claim the listing, check name/address/phone number/hours.
2. Choose the most precise primary category + secondary categories.
3. Fill in everything: description, services, recent photos, attributes.
4. Restart the reviews: ask systematically, reply to everything.
5. Measure the position street by street, wait a few weeks, measure again.

Google Ads buys a temporary presence but doesn't fix the organic ranking. Nobody can guarantee a position.
